[ Raleigh doesn't just mean engage in the sense of physically coming into contact with the guy - he means pursuing an alliance of sorts, particularly with one so new and untested by the city. The important thing is that they know about a possible wildcard, and if this is old news then it's only confirmation and further investigation needed for the other man's merits. Raleigh hadn't lied to Ghost when he'd said there were enough military types here to throw rocks at, but he hadn't given any names outside of his own rank.
The military groups in Zelien are circuitous, on the other hand; what the PPDC knows will likely be known to the UNSC crew in due time, at least with regards to the city's happenings, and what the UNSC knows, the Ishimura crew would know — and so on. It's a small pool. Everyone knows pretty much everyone else, because their types are the incredibly paranoid types.
The lieutenant came in with a big-ass high-powered rifle, jumpy as only their sort can be; a lone wolf grows dangerous the longer it's left alone.
Better we ease the guy in and let him leave on his own later, than risk a cannonball and get ourselves hit later on. ]
